Bulgarian businesses have until October 8, 2025, to comply with the requirements of the Euro Adoption Law, including dual pricing in both leva and euros, adjusting cash registers, and for large retailers — publishing daily price lists of all goods sold.
Until that date, authorities will not impose fines, but will issue written warnings for non-compliance. These provisions were approved at second reading by the Budget Committee in Parliament.
From August 8, 2025, through the end of 2026, fines for improper price formation will be based on the severity and duration of the violation, as well as the annual turnover of the business. Legal entities and sole traders may face property sanctions ranging from 5,000 to 100,000 BGN, and up to 200,000 BGN for repeat offenses.
For companies with turnover above 50 million BGN, fines may be set as a percentage — up to 0.5%, or up to 1% for repeated violations. In all cases, the maximum penalty cannot exceed 1 million BGN.
