According to the National Statistical Institute, issued building permits for new residential buildings in Bulgaria increased by 5.9% in Q2 2025 compared to the same quarter of 2024, while total floor area rose by 9.5%. However, the number of dwellings declined by 1.8%. In contrast, Q2 2024 saw a 4.9% drop in residential permits year-over-year.
Permits for administrative buildings fell by 6.3% year-over-year, though their floor area grew by 30.6%. Permits for other types of buildings rose by 3.1%, with a 29.6% increase in floor area.
In Q2 2025, local authorities issued permits for 2,049 residential buildings (10,089 dwellings), 15 administrative buildings, and 1,209 other buildings. Construction began on 1,640 residential, 23 administrative, and 644 other buildings. Compared to the previous quarter, there was significant growth in new residential and administrative constructions.
The most active regions in new building starts were Plovdiv, Sofia (capital), Sofia Province, and Varna—consistent with Q2 2024 trends.
