Funding Needs for Public Universities 2026

In the 2026 state budget, additional funding of BGN 218 million (€112 million) is required for public universities to cover salaries, scholarships, and quality-based education costs. Of this amount, BGN 141 million (€72.1m) is for salaries, BGN 35 million (€17.9m) for teaching expenses, and BGN 42 million (€21.5m) for student and PhD social support.

The calculations, prepared by VON–CITUB after discussions with Education Minister Krasimir Valchev and university rectors, build on collective agreements regulating pay structures and benefits. They also align with proposals to amend secondary legislation to ensure additional targeted funding for wages and scholarships.

Currently, universities do not negotiate salaries directly with the state; wages are formula-based and financed through 70% state subsidies and 30% tuition fees. In 2026, projections are based on a minimum wage of BGN 1213 (€620), average wage of BGN 2650 (€1355), 140,800 students, and scholarships ranging from BGN 180–300 (€92–153). PhD stipends are set at 150% of the minimum wage, or BGN 1820 (€931).

Alongside, BGN 200 million has been earmarked for dormitory renovations (2024–2026), but further state funding is needed for research, creative and sports activities, urgent repairs, and modernization of facilities.
